           1965 : President Lyndon Johnson  signed Medicare and Medicaid into law
In December 1945, Truman had been the first president to propose national health insurance : at the time, the initiative was opposed by Congress. 
- Medicare is a health insurance program for elderly Americans :  the Medicare program provides hospital and medical insurance for Americans age 65 or older.  It is entirely funded by the federal government and  partly paid for through payroll taxes. The Medicare Modernization Act (MMA), was signed in December 2003.
- Medicaid is a state and federally funded program offering health coverage to  certain low-income people.       (1)

HCFA (= the Health Care Financing Administration, created in 1977), later renamed the Centers for Medicare & Medicaid Services (CMS), is part of the Department of Health and Human Services. Its headquarters are in Baltimore (Maryland).

Yet,  bear in mind we are now living in the 21tst century. while the cartoon was created before the WWI !

Anyway, I enjoy the second part most (when the forest is on fire) : the dancing flames for instance, or the birds stooping through the clouds as if they were bombs... Besides, don't you think the trees are expertly personified all along the cartoon ?
